The European Commission has required the Agency to launch a revision of TSI Noise with the aim of extending its application to existing wagons, as presented in the Commission Staff Working document on rail freight noise reduction. This revision is planned to be done under the 4th Railway Package, which contains important changes designed to improve the functioning of the single European railway area through amendments to the relevant Regulations and Directives. In particular, the recast lnteroperability Directive will allow the application of particular provisions of the TSIs to existing subsystems (according to its Article 4 ‘Content of TSIs’, point 3. (h): ‘indicate the provisions applicable to the existing subsystems and vehicles’). On this basis, ERA is launching a new project on the application of TSI Noise to existing wagons. The project includes a task force of external experts with an advisory role for ERA.
